My friend has a newish baby girl 2 months old, she lives close by in a block of flats. She has been very happy there as there is plenty of room and it's near our great doggie park where there are plenty of us mums that hang out by the playground. Recently one of her downstairs neighbours (of three single women sharing – no kids and prone to throw their own party) knocked on her door to complain about the noise.
She said "I know you have a new baby, but we can hear EVERYTHING, and I'd appreciate it if you could try IT quiet at 4am in the morning".
Unbelievable!
Now she is so stressed every time Ella cries she is thinking of moving! We of course have offered our thoughts on the matter....

I think there's a difference between obnoxious noise and "natural" noise. If you don't want to hear other people's televisions, doors opening and closing, and their babies crying, DON'T LIVE IN A BLOCK OF FLATS.

It would be different if it was a malicious noise - like if she was bouncing a basket ball on her floor at 4am, or blaring the stereo or something. But babies crying is something that happens when you have people as your neighbours. If the downstairs person doesn't like it, then she should move somewhere that has no people.

Agree with Beck.

Maybe you could contact the council - and maybe ask for a letter to be sent to you to have aside for your friend - that says what is reasonable & unreasonable noise at 4am in the morning.

Well probably the worst you can go up against is some lousy neighbor. And though they cannot harm you that much, they can still be such a pain especially when your baby is sleeping. Fortunately for us, only one side was a little noisy often you would hear them playing drums and a few guitars, because they constitute of a band. So you would know which side you are going to position.

I do not think confronting them would be any help here.
